One borough, two completely different flood risks

Highlands is split by elevation more sharply than almost anywhere in the county. The eastern part sits on a high bluff over Sandy Hook Bay — the Twin Lights stand 246 feet above sea level on the Navesink headlands — while the low ground by the water flooded severely in Sandy and is one of the boroughs included in NJDEP’s Blue Acres buyout programme. Same borough, same postcode, entirely different exposure.

Bluff houses and waterfront houses age differently

Up on the headlands the problems are wind, exposure and the age of the older bluff-top houses. Down at water level they are damp, elevation and everything that follows from repeated flooding — plant relocated upward, subfloors replaced, and additions built at different times to different standards. The bluff and the bay are effectively two housing markets.

Flood elevation drives what is allowed

On the low side of the borough, work on a substantially damaged or substantially improved building runs into floodplain requirements about how high the structure and its mechanical plant have to sit. That is a bigger constraint on what can be done than the ordinary construction permit, and it is worth establishing before a job is scoped rather than after.

  • I called on The Trusty Monmouth County Handyman Services once again. This time I needed drywall repair. The texture that was applied to the ceilings during construction of this house — over time the texture started to release and some of it fell. I tried to repair this myself but had no luck. I’m not permitted to use ladders anymore since I have the tendency to fall off. That’s why I called the Handyman. He fixed all my texture that was falling. He also inspected the rest of my ceiling to check for any cracking so he could prevent another collapse. I have to tell you; this outfit is top notch.

  • After The Trusty Monmouth County Handyman completed the work that I had asked for, I actually needed them to come back out to remedy a problem that I noticed. To my surprise, no questions asked, they were here the next day to fix this final issue. I seriously cannot recommend Ron and his team enough. They are wonderful people, doing awesome work!
